Earl Carter

Earl Carter is the Chief Executive Officer and Co-Founder of Lunex Designs. He brings more than eight years of experience managing telecommunications engineering support, utility permitting, and infrastructure design programs throughout Arizona and the Southwest.

Earl has led high-volume telecommunications projects involving multidisciplinary design teams, client coordination, scheduling, quality oversight, subcontractor management, municipal permitting, and final project delivery. His experience working with municipalities, utility providers, transportation agencies, construction teams, and permitting authorities gives him a strong understanding of how to move projects from initial scope through design, review, and delivery.

At Lunex, Earl leads strategic planning, client relationships, business development, project execution, and company growth. His leadership emphasizes responsive communication, realistic scheduling, accountability, and dependable delivery.

Mehran Akhavan, Chief Operating Officer and Co-Founder of Lunex Designs

Chief Operating Officer · Co-Founder

Mehran Akhavan

Mehran Akhavan is the Chief Operating Officer and Co-Founder of Lunex Designs. He brings more than 15 years of engineering and technical design experience, including extensive experience in OSP telecommunications design, utility permitting, quality assurance, and production management.

At Lunex, Mehran leads daily operations, technical standards, QA/QC, permitting compliance, workflow development, and continuous process improvement. His experience includes reviewing permit-ready telecommunications plans, coordinating survey and field data, evaluating right-of-way and easement conditions, identifying utility and CIP conflicts, and developing practical routes that reflect both jurisdictional requirements and construction needs.

Mehran has also worked in a municipal utility plan-review capacity supporting the City of Chandler. This experience gives him valuable insight into reviewer expectations and helps ensure that Lunex plans are accurate, readable, constructible, and prepared to move efficiently through review and into the field.
